No, not all PeopleSoft functionality needs to be transferred to a Fluid UI. These pages or functionality are typically those that do not require a responsive layout or multi-device compatibility, for example, system administration screens, backend configuration or set-up screens, complex data entry screens not suitable for small screens, and some classic pages/controls that do not exist in Fluid.
