Case Study

PeopleSoft HCM Implementation for a State Human Services Agency

Engagement Summary

Kastech's PeopleSoft Practice team completed a nine-month PeopleSoft HCM implementation to make PeopleSoft HR the sole HR system for a state human services agency.

Client Background

The client is the state's largest agency, with nearly 6,500 employees across all 77 counties. It administers more than 40 state and federal human services programs that impact about a million residents each year.

Business Challenges

The state has been using PeopleSoft Human Resources for state agencies to pay all state employees.

  • The agency had been utilizing a separate, aging HR system for its specific needs in conjunction with PeopleSoft
  • The agency decided it would be more efficient and cost-effective to be solely on the same system as the rest of the state
  • The agency decided to implement PeopleSoft HR as the sole system for the department and decommission its old system

The Kastech Solution

Kastech’s PeopleSoft Practice team worked with the agency to define the scope for this implementation.

  • Requirements gathering: Using proven methodologies from previous implementations, conducted requirements gathering sessions and built a plan and timeline to implement PeopleSoft HR
  • Streamlined migration: Because PeopleSoft was already in use, business processes, job codes, and other requirements already existed, as did employee payroll records, which helped streamline the input and migration of additional employee HR information
  • Gap analysis: Worked closely with the state’s Office of Management and Enterprise Services (OMES) to determine where the existing PeopleSoft system addressed the agency’s needs and where changes or additional capabilities needed to be added
  • Team collaboration: The successful implementation came down to great teamwork — agency leadership, proactive project management, and commitment to the project plan from the agency, OMES, and the project team, combined with regularly scheduled meetings and ongoing open communication

Results & Business Impact

The engagement delivered measurable outcomes, including:

On-time, on-budget delivery

Delivered the PeopleSoft Human Resource system on time and under budget

Single system of record

The agency is now utilizing PeopleSoft to manage its human resource requirements across the department

Knowledge transfer

Significant PeopleSoft knowledge transfer took place among the project team, the agency, and OMES

Mutual understanding

The agency has a solid understanding of its HR system, and OMES understands where the agency's needs differ from the rest of the state and can provide support accordingly

Deliverables met

Key project deliverables were met, and the agency continues to successfully run PeopleSoft HR

Client Testimonial

“Here’s what I know about the project: I started and approved the project and I know it went live on time. We had several things pop up that were unanticipated, but the teams were able to work through all of these things and keep us on time and budget, delivering a system we were able to fully utilize.”
